[1] I agree that the bounty system needs serious work. First off, there is a problem that normal bounties can be collected by friends of the pirate, doing virtually no damage to the pirate (unless he has some really nice implants) and letting the pirate with the bounty share the money collected from the bounty. This is what seriously needs to be fixed. First off, it's very hard to make a good name as a bounty hunter. I think bounty hunting should be incorperated more into the game, allowing bounty placers to search through a list of professional bounty hunters that have placed thier names in the bounty office and a list of completed jobs by that hunter, as well as comments by the people hiring him and maybe even a rating system. Doing a certain series of bounty hunting missions and having a good security background should allow players to eventually become officially recognised bounty hunters by Concord, allowing those specific hunters to gather bounties in high sec. The bounty hunting licence could be revoced if the hunter lowers his sec rating below a certain amount or takes one large sec hit, even if he stays high enough sec rating. Players placing bounties should be able to choose what bounty hunters are allowed to take thier offer, and all of those hunters could be sent an EVE mail (or maybe not, that could get annoying) letting them know of the offer. Of course players could set a search criteria and allow every pilot within that criteria (such as "at least 3 collected bounties" or something like that) to take the offer. There is a lot of other options that could be added, and I like the idea of a time limit on bounties, although I think the minimum should be about a week. Maybe if you have kill rights on the person your placing the bounty on, you get a tax break. Specific contracts could be set up, allowing bounty hunters to collect more if they finish the job in a certain time frame, and maybe a higher payout based on the damage done to the bountied individual (more money for taking out a bigger ship, more money if they have implants, and so on). There are a lot of cool ideas that can be used to improve bounty hunting, making it more fun, more profitable, more common, and allowing people to make a name for themselves through it, be it as a bounty hunter or a bounty placer.
